Craighalbert
At Craighalbert, we are proud to have a highly skilled and dedicated team committed to supporting children with complex communication, learning, health, and care needs to achieve their full potential. Our Centre Leadership Team (CLT) oversees the day-to-day operations of the Centre while also driving forward our strategic objectives to ensure we continue to deliver high-quality, innovative services.
Within the Centre, our experienced Teachers manage the daily running of classrooms and are responsible for planning and delivering tailored timetables that meet the needs of each child. Our Therapy Leads oversee the planning, delivery, and evaluation of our therapy team, and collaborate with other professionals to develop comprehensive, integrated care and learning plans for children.
Centre Leadership Team (CLT)

Heather Gray
CEO
Heather took up role as CEO of Craighalbert in January 2026. She was previously the CEO of Cosgrove Care, large social care charity, for 9 ½ years, leading a significant period of growth, modernisation and development of the organisation. Heather has worked with children and adults with complex needs in the public and third sector for over 30 years, and as a CEO in the third sector for 20 years. She is a strong advocate of human rights and a qualified Occupational Therapist. Heather has pioneered the arts in supporting children and adults with additional and complex needs to challenging stigma and discrimination and helping people thrive, achieve their potential and realise their Human Rights. She has led a number of high profile campaigns around Educational Attainment, for both looked after children and deaf children over recent years. Heather has held positions as the Director for Scotland, Northern Ireland and Wales for the National Deaf Children’s Society, Director of the Princes Trust and Chief Executive of Who Cares? Scotland. She has a strong track record in organisational development in the third sector as well as national influencing work relating to the BSL Act, National Audiology Standards, and the Historic Abuse Enquiry. Heather has also held a Non-Executive Director position with Bon Accord Care, an arms-length trading company in Aberdeen and has been a long-standing Trustee and Chair of West of Scotland Deaf Children’s Society. Her interests lie in influencing national and policy and practice, challenging stigma and discrimination for marginalised groups and pioneering models of support to allow people with additional needs to thrive, achieve and live life as equal citizens.

Alison Philipps
Head of Quality, Innovation & Partnerships
Alison moved from London to work at Craighalbert shortly after it opened in 1991, and remains as committed today as she was then to its vision: providing excellent and innovative services for Scottish children with neurological conditions, their families, and the wider multi-disciplinary teams supporting them within their home communities. A Montessori teacher by training, and with experience of mainstream, specialist, private, and third sector service provision, Alison has spent the best part of three decades working in almost every part of Craighalbert. Alison’s experience spans hands-on practice in a role equivalent to a learning, care and therapy practitioner; leading the establishment of nursery and school classes; developing flexible, sessional and outreach services; and shaping early intervention provision. Alison has served as Interim CEO on a number of occasions and has been part of the Centre’s leadership team for over 25 years, most recently as Head of Quality, Partnerships and Innovation. In her current role, Alison focus’ on ensuring quality and consistency across our services, strengthening and sustaining early intervention, and exploring new programmes and approaches that enhance what we offer to children across the full spectrum of neurological conditions. Alison is particularly motivated by building meaningful partnerships that complement our core services, and by contributing to policy, evidence-informed practice, and national guidance, always with the aim of improving outcomes for children and families.

Shona McMonagle
Head of Learning

Shona qualified with a BEd (Hons) in Education in 1993 and has since continued her professional learning with postgraduate certification and Master’s-level study in Inclusive Education, Policy, Research and Practice. Shona has worked within the complex and Additional Support Needs (ASN) sector throughout her career and has over 30 years’ experience supporting children and young people with a wide range of needs. In Shona’s role as Head of Learning, she leads learning and teaching from nursery through to S6. Shona is responsible for curriculum development and for ensuring that every child and young person experiences meaningful, engaging learning that reflects their individual strengths, needs and learning styles. Shona holds dual GTC registration for both Primary and ASN and acts as an Advisor for the Education Scotland Teacher ASN programme.

Barbara-Ann Hagerty
Head of Health

Barbara-Ann has over 20 years’ experience working with babies, children, and young adults, many of whom have complex healthcare needs. She has worked within Craighalbert for over 16 years, including 8.5 years at senior leadership level, providing strategic leadership for health services and clinical governance. Barbara-Ann’s role includes responsibility for service development, workforce training and supervision, partnership working, and organisational compliance. Barbara-Ann is a registered nurse with a BSc in Health and has undertaken extensive professional development across a range of areas relating to children’s health. Barbara-Ann is also a Level 4 Accredited Intermediate Paediatric Sleep Advice Consultant. Within the centre, Barbara-Ann has a remit across all services.

Christina Greig
Head of Corporate Services
Responsible for financial planning, management, and reporting, ensuring sustainability and proper use of funds alongside human resources, facilities, ICT and administration coordination.

Eilidh Stratton
Teacher

Eilidh has over 15 years experience in education, with the majority of her career spent working in Additional Support Needs (ASN) settings. Eilidh holds a PGDE in Autism Studies, which led her to work across both education and care environments, supporting individuals to live as independently and confidently as possible. Eilidh is passionate about creating safe, inclusive, and fun environments where learners feel empowered to use their voice and take the lead in their learning. It is a privilege to support individuals to develop the skills that allow them to show the world all they are capable of.

Katie MacDonald
Teacher
Rowan Room
Katie is an enthusiastic and dedicated teacher with almost 10 years’ experience working with children across a variety of educational settings and holds a BA (Hons) in Education with Mathematics degree. Katie is passionate about supporting children to become autonomous communicators, with a strong focus on the use of individual Augmentative and Alternative Communication (AAC) devices. At the heart of Katie’s practice is the belief that every child has a voice and deserves to be heard, valued and understood. Katie works closely and collaboratively with Craighalbert’s multidisciplinary team to deliver a holistic, consistent approach to each child’s education and communication development. Previously, Katie has taught in both an ASN school and in a mainstream setting, experiences that continue to shape her inclusive, child-centred practice.

Erin Nicholls

Erin has a BA (Hons) in Education and Social Services and a PGDE in Primary Education. Erin worked as a Health Care Support Worker throughout her university days before becoming a Primary Teacher in August 2024. Erin is a passionate teacher committed to creating inclusive, nurturing learning environments where children with additional support needs are empowered to communicate using AAC, promote and develop independence, and achieve their individual potential.
Therapy Leads

Aoife McCaffrey
Speech & Language Therapy Team Lead
With over a decade of specialist paediatric experience across health and education settings, Aoife is an experienced Speech and Language Therapist specialising in Augmentative and Alternative Communication (AAC) for children and young people with complex bodies. As the Speech and Language Therapy Team Lead at Craighalbert, Aoife leads the planning, delivery and evaluation of speech and language therapy services, provide clinical leadership and supervision to the SLT team and work collaboratively within a multidisciplinary environment to deliver integrated, evidence informed support for children and young people attending the Centre. Aoife’s clinical and strategic focus includes highly specialist AAC assessment and implementation, development of accessible communication and emergent literacy practices and training and coaching of staff, families and wider partners to maximise communication and participation outcomes. Aoife has particular expertise in alternative access methods, assistive technology and comprehensive literacy for AAC users, supported by an MSc in Educational Assistive Technology and attendance at international training led by key experts within the field of AAC. Aoife is committed to supporting children with complex communication needs to find their voice and to access meaningful participation in inclusive, communication accessible learning environments. Through ongoing service development, collaborative practice and workforce training, Aoife aims to embed approaches that enable every child to communicate, participate and thrive.

Rhona Carmichael
Occupational Therapy Team Lead
With 23 years of specialist paediatric experience across a number of NHS boards, education authorities, social care departments, and the independent sector, Rhona focuses on supporting children with complex motor disorders. As Occupational Therapy Team Lead at Craighalbert, Rhona oversees the planning, delivery, and evaluation of our occupational therapy services, supervise the OT team, and collaborate with multidisciplinary professionals to develop comprehensive, integrated care and learning plans. Rhona’s clinical expertise includes extensive training and experience in specialist seating assessment and postural care, environmental adaptations to support independence, delivery of interventions supporting children with upper limb motor difficulties across learning, daily living, and play. Rhona is presently developing our assistive technology (Atech) provision within Craighalbert, working collaboratively with SLT, partner agencies, and centres nationally, to expand our use of new and emerging technologies to support participation in learning and independence with everyday activities and a have a specialist interest in powered mobility. Beyond clinical practice, Rhona contributes to professional development as a visiting lecturer at Glasgow Caledonian University, a facilitator for Whizz-Kidz activity days across Scotland, a ROSPA-accredited manual handling trainer as an associate for A1 Momentum. Rhona’s goal is simple: to ensure every child can participate fully in the activities that matter most to them, enabling learning, fun, and independence.
